Pursuant to 28 U.S.C. § 155(a), and through the intercircuit assignment procedures of the Judicial Conference of the United States, Chief Judge Barbara J. Houser was designated and assigned to perform judicial duties in the United States Bankruptcy Court in the District of Puerto Rico. Thereafter, Chief Judge Houser was appointed by the judge appointed to preside over the Puerto Rico insolvency cases to serve as the lead judicial mediator in those cases pursuant to 11 U.S.C. § 105, made applicable by Section 301 of PROMESA, 48 U.S.C. § 2161.
Given the intercircuit assignment and designation of Chief Judge Houser, and the ongoing nature of the proceedings in the Puerto Rico insolvency cases, Chief Judge Douglas D. Dodd of the United States Bankruptcy Court for the Middle District of Louisiana has been temporarily assigned to the United States Bankruptcy Court for the Northern District of Texas to hear cases assigned to Chief Judge Houser.
